We suggest building a new system of the world organization and management based on a global network of economic extra-territorial clusters consisting of global regions that interact with each other in the international legal field, make use of common roles, typical structure patterns, control and executive processes, as well as standards and interfaces to ensure inter-cluster communication as a comprehensive Eco-system of inclusive territory development.

What do `territories` mean?

Meso level– communities, urban agglomerations

Nation-wide/state level – territory of the entire country

Subnational/regional level – regions, lands, cantons

Supranational level – inter-state formations, global regions

The first stage.

The main goal of the first stage of the Ecosystem Program is to build a global innovative economy and launch new type proto-states created within the existing ones.

Сore objectives for the first stage of Program:

– To create international network of financial services as the groundwork for a new world financial system.

– To upgrade infrastructure of economic and social development of the territories in the current conditions of industrial economy.

– To create and configure infrastructure for economic and social development of the territories under innovative economy.

– To develop a new form and structure of the planetary control over the progress of human civilization, including a new form of innovative economy called “economy upon request”.

Territorial Innovative Systems (TIS)

Territorial innovation systems is formed on the basis of cross- sector partnership of the authorities (secular and religious), communities and business, in other words, it consist of all the actors and resources that interact effectively to drive innovations in a given region.

Based on united territorial communities (UTC) we create a managed space of an innovative economy where authority, science, business and territorial community form a platform of cross- sectoral partnership and can legally interact for the purposes of ensuring a sustainable inclusive development of the territory.
